There are a lot of American celebrities that are considered as being attractive here. And in general, we don’t exclude any nationality when it comes to attractiveness. ;)
Some people prefer blondes, some prefer brunettes. Some prefer light skin, some darker skin. You get the point, it really depends on individual taste. But …
… in general, the “prom queen” style is not very common here: a lot of make-up, being too tan for your own skin tone, a lot of lip-gloss etc. I’m talking about this look:

I really don’t mean to insult Carrie Underwood! She certainly has a pretty face, but she always comes to my mind when I think about the typical American looking girl. Of course you can find women who look like her here, too… and I’m sure many consider girls like her as very beautiful. But her look simply isn’t as common in Germany as it is in the USA.
German girls use make-up as well, but most of the time they try to look more natural. Girls/Women who look too “angemalt” (~painted, haha) are often regarded as being cheap. This doesn’t mean that you can’t use red lipstick or flashy eyeshadow, just don’t overdo it…?
But, like I said, it really is a matter of taste and taste depends on so many factors (where you live, how old you are, to which social group you belong, and so on).
Uhm that’s really all I can say. Sorry. I googled for some random pictures of German girls on parties and in clubs, so you can see how they usually look like when they try to look pretty, haha:
